Job Description
We are seeking an experienced Business Analysis and Operating Model Consultant to support a strategic organizational transformation initiative focused on program alignment, operational efficiency, and governance enhancement. The consultant will assess current program structures, workflows, learner journeys, and reporting mechanisms across multiple learning and development portfolios. The role involves identifying structural misalignments, redundancies, and operational gaps, while designing a unified framework that standardizes program structures, strengthens cross-functional coordination, and enables accurate consolidated reporting. The consultant will also define a practical operating model, including governance structures, decision-making processes, and implementation tools to ensure long-term sustainability and independent adoption by internal teams.
Responsibilities
Lead diagnostic assessments through stakeholder interviews and detailed program lifecycle mapping; review current workflows, course structures, and reporting templates; identify program overlaps, inefficiencies, and structural gaps; conduct alignment analysis against best practices in program management and organizational design; develop a comprehensive program alignment matrix; design a unified operational framework with standardized templates, lifecycle definitions, and reporting architecture; create SOPs and implementation guidelines for program structuring and coordination; propose governance and decision-making models; facilitate stakeholder validation workshops; incorporate feedback into final deliverables; support pilot implementation and deliver final handover documentation, tools, and training for internal teams.
Requirements
- Advanced university degree in Business Administration, Education Management, Information Technology, Organizational Development, Public Administration, or related field
- Minimum 7 years of professional experience in intellectual property, business analysis, program management, or organizational design
- Strong experience within international organizations, higher education institutions, or multilateral agencies preferred
- Knowledge of intellectual property concepts, including treaties, agreements, and enforcement mechanisms
- Proven expertise in structuring and aligning complex multi-unit programs
- Demonstrated experience developing SOPs, operational frameworks, and process maps
- Strong experience designing reporting architecture and performance measurement frameworks
- Experience facilitating stakeholder workshops and managing organizational change initiatives
- Exceptional written and spoken English communication skills
- Strong analytical and problem-solving capabilities with the ability to synthesize complex information into actionable recommendations
- Advanced proficiency in Microsoft Word, Excel, PowerPoint, and Visio or equivalent process mapping tools
- Ability to manage multiple priorities and deliver high-quality work under strict deadlines
- Strong teamwork, adaptability, and proactive solution-oriented mindset in multicultural and interdisciplinary environments
