Commercial Development Manager & Quantity SurveyorWe are seeking a commercially astute Development Manager / Quantity Surveyor with strong experience across the full development lifecycle, ideally within the care home, healthcare or residential sectors. We are rebuilding some of our care homes and building new ones.Reporting to the Land Director & Senior Development Manager and supported by a wider, well-established team, this is an exciting opportunity for a hands-on professional who can combine development management of commercial projects, with strong quantity surveying and commercial expertise. Leading projects from land acquisition and feasibility through procurement, construction and handover while protecting client interests throughout.You will play a key role in tendering, cost planning, contract administration and post-contract commercial management, making this an ideal role for someone with both Commercial Development and client-side Quantity Surveyor experience.Salary: Up to £75,000 (depending on experience)Hours: 8am - 5pm, Monday to FridayLocation: Head Office in Bromley, Kent and site based as requiredAbout the role: Development & pre-construction:Manage projects through feasibility, design, procurement, construction, and handoverPrepare and interrogate development appraisals, cost plans, cashflows, and viability modelsCoordinate and manage external consultants (architects, engineers, planners, cost consultants)Lead the pre-construction process, ensuring designs are commercially robust and buildablePrepare and manage tender packages, scopes, schedules, and employer's requirementsRun competitive tender exercises to secure main contractor pricing, including:- Tender strategy- Tender issue and clarification- Tender analysis and reporting- Value engineering and cost optimisationNegotiate and agree building contracts and appointmentsCommercial & Procurement:Act as the commercial lead on developments, maintaining cost control throughout.Review costs, assumptions and contractor proposals to ensure value for money.Manage risk allowances, contingencies and procurement strategy.Monitor development budgets against approved appraisals.Support budget monitoring, forecasting and reporting.Work with the team to track programme milestones and highlight risks or delays.Support the preparation of board papers, business cases and funder requirements.Construction & Post-Contract:Act as the Client's Employer's Agent / client-side Quantity Surveyor during construction.Administer building contracts, including:- Valuations and payment recommendations.- Variations and change control.- Loss and expense assessments.- Programme monitoring.Chair and attend progress meetings with contractors and consultants.Ensure compliance with contract, budget, programme and quality requirements.Manage practical completion, defects, final accounts and handover.What we need from you: Proven experience as a Development Manager or Commercial Development ManagerQuantity Surveyor qualificationStrong commercial and cost management backgroundDemonstrable experience running main contractor tender processesExperience acting in a client-side EA / QS role post-contractExcellent understanding of building contracts (e.g. JCT)Ability to manage multiple stakeholders and consultantsStrong negotiation, reporting, and communication skillsAnalytical mindset with strong attention to detail.Ability to work proactively, manage time effectively, and handle multiple tasks.Proactive and adaptable, with a positive "can-do" attitude.Benefits:25 days holiday plus bank holidaysOption to buy/sell annual leave up to 5 days per yearIncremental annual leave after one year and 5 years' serviceHealth scheme after passing probationSalary sacrifice pension scheme4pm finish on Fridays*Dress down on FridaysReferral bonus for successful introduction of new team members*Full training and ongoing professional development.Opportunities to progress skills in commercial systems, compliance, and business operations.A supportive, collaborative, and professional working environment.Clear career progression within the company.*Terms & Conditions applyIf you are interested in the role please apply online today.
